In a tweet, he has mentioned,

Now more candidates can apply in Railways, education qualification for Level-1 posts is 10th Pass, ITI or its equivalent

So, many of the aspirants now can apply for Level-1 Posts in RRB Recruitment.
He also announced refund of Application Fees after Stage 1 CBT for RRB NTPC, Level-1 Recruitment 2019.
