Congress. It is also known that, the number of BJP MLAs who attended the
conference was exactly half the number of the MLAs of each of the three other
political parties. No BJP MLA came from Gujarat. Otherwise, from all the states
including Gujarat at least one MLA of all the political parties was
present.   There were not more than 3

conference. If there had been one less MLA from West Bengal then the MLAs from
