• DBS Bank, Singapore’s largest
  bank, has unveiled digibank, India’s first mobile-only bank, targetting five
  million retail customers.
• The bank said Digibank brings
  together an entire suite of ground-breaking technology — from biometrics to
  artificial intelligence (AI) —for customers, breaking away from conventional
  banking norms with their onerous form-filling and cumbersome processes, to a
  paperless, signatureless and branchless bank.
• Account-opening can be done at an
  extensive network of outlets run by DBS’ partners which include over 500 cafes
  across India.
• Since there is no paperwork
  involved, customer authentication is done purely using the Aadhaar card, a
  biometrics-enabled ID which has been issued to over one billion Indians.

• The Department of
  Telecommunications on 22 April 2016 notified the Panic Button and Global
  Positioning System in Mobile Phone Handsets Rules 2016.
• The Rules were issued under
  section 10 of the Indian Wireless Telegraph Act, 1933.

• Under these rules, all feature
  phones will have the facility of panic button configured to the numeric key 5
  or 9.
• All the smart phones will have
  the panic button configured to three times short pressing of the on-off button.
• Further, with effect from 1
  January 2018, all mobile phones will be required to have the facility of
  identifying the location through satellite based GPS.

• Parliamentary Standing
  Committee’s report on the Consumer Protection Bill 2015 was tabled in
  Parliament on 26 April 2016.
• The committee headed by Telugu
  Desam Party MP J C Divakar Reddy in its report recommended holding celebrities
  accountable for misleading advertisements and stringent provisions including
  jail term up to five years and penalty up to 50 lakh rupees.

• It suggested legal teeth to
  Advertising Standards Council of India (ASCI) to curb misleading ads besides
  proposing severe penalties, jail and cancellation of license of those involved
  in food adulteration.
• Advocates empowering Department
  of Consumer Affairs to make laws to regulate e-commerce, direct selling and
  multi-level marketing where consumer complaints are on the rise.
• For first time offence, the
  offender may be penalised with either a fine of 10 lakh rupees or imprisonment
  up to two years or both.
• For second time offence, it
  recommends a fine of 50 lakh rupees and imprisonment of five years.

• The Shyam Benegal-headed
  committee constituted to revamp Central Board of Film Certification (CBFC) on
  26 April 2016 submitted its report to Information & Broadcasting Minister
  Arun Jaitley.
• The committee has recommended
  that CBFC should only be a film certification body whose scope should be
  restricted to categorizing the suitability of the film to audience groups on
  the basis of age and maturity.

• Union Tourism Ministry on 26
  April 2016 launched NOC Online Application and Processing System (NOAPS) Web
  Portal of National Monuments Authority.
• The Portal was developed through
  the technology and expertise of Indian Space Research Organization (ISRO), who
  are in the process of mapping of 3686 ASI protected monuments and sites.

• In the initial phase, the web
  portal integrates NMA’s portal with the online portal of local bodies of Delhi
  and Mumbai viz. NDMC, Municipal Corporation of Greater Mumbai (MCGM) and MCDs
  to facilitate single window clearance for construction on a common application
  form.
• The applicant need to fill up a
  single form which will be sent to the concerned agencies by the local body, from
  whom No Objection Certificate (NOC) is required.

• The Heart of Asia (HoA)
  conference began on 26 April 2016 in New Delhi.
• The conference was attended by
  officials of a number of countries including Pakistan Foreign Secretary Aizaz
  Ahmed Chaudhry.
• Earlier, Pakistan hosted the
  fifth Heart of Asia Ministerial Conference in Islamabad on 9 December 2015.

• To devise a sustained,
  incremental approach to implementation of the Confidence Building Measures
  (CBM) in Afghanistan. The officials are set to deliberate on them during the
  conference.
• The objective of the conference
  is to bring peace and stability to Afghanistan and to speed up its
  reconstruction with a focus on enhancing investment and connectivity to the
  country.

• A Naval Detachment (NAVDET) was
  on 26 April 2016 inaugurated at the Androth Island of Lakshadweep Vice Admiral
  Girish Luthra, AVSM, VSM, Flag Officer Commanding-in-Chief, Southern Naval
  Command.
• The Officer-In-Charge of the
  Detachment is Lt Cdr Angom B Singh who will function under the Naval
  Officer-in-Charge (Lakshadweep and Minicoy Island).
• The setting up of this naval
  detachment will extend Indian naval presence at Androth Island.

• Rajeev Sharma was today appointed
  as Chairman and Managing Director of Power Finance Corporation (PFC), a Navratna
  Public Sector Undertaking.
• Sharma is presently CMD of Rural
  Electrification Corporation Ltd.
• The Appointments Committee of the
  Cabinet has approved appointment of Sharma to the post of CMD, PFC, for a
  period of five years from the date of assumption of charge, an order issued by
  Department of Personnel and Training said.
• He will take over the new
  responsibility from October 1, 2016 after incumbent M K Goel completes his
  tenure in September end, it said.

• South Africa sports minister
  Fikile Mbalula on 25 April 2016 imposed the sanctions on Cricket South Africa
  (CSA) along with other three federations, which disallow them to host or bid
  for any major international tournaments.
• Along with Cricket South Africa
  (CSA), the same punishment was meted out to the rugby, athletics and netball
  federations, and the decision will be reviewed in 2017.
• The sanction effectively means
  CSA cannot lobby or express interest in any other tournaments until Mbalula
  clears them.

• International Cricket Council
  (ICC) in its board meeting on 26 April 2016 suspended the Cricket Association
  of Nepal (CAN) in view of government interference in the board.
• The suspension would stay in
  place until such time as the CAN becomes free of government interference and is
  properly structured to begin exploiting the tremendous cricket talent and
  opportunities that exist in Nepal.
• It will only cut off ICC funding
  for the CAN but Nepal national teams can continue to feature in ICC events.

• Badminton ace Nandu Natekar in
  April 2016 became the first non-Cricketer to be inducted into the Legends Club
  founded by the late Cricket Club of India (CCI) president Raj Singh Dungarpur.
• Natekar was inducted into the
  club along with 1983 World Cup-winning captain Kapil Dev, who became the sixth
  cricketer to be inducted in the club.
• The two, Nandu and Kapil were
  inducted into the Club’s legend group after consultation with the Cricket Club
  of India (CCI) president, Kekoo Nicholson.

• K Ashok Kumar, a research scholar
  from IIT Kharagpur (KGP), won the prestigious International Plant Nutrition
  Scholar Award.
• Kumar, a research scholar at the
  department of agricultural and food engineering at the Bengal-based IIT, was
  recently awarded by the US-based International Plant Nutrition Institute
  (IPNI). The award carries a cash prize of 2000 US dollar and a recognition
  certificate.
• Ashok is pursuing his PhD on
  ‘Comparative Assessment of Direct and Residual Effects of Organic and Inorganic
  Nutrient Management on Rice-Chickpea Production System in Lateritic Soil.’
• The objective of this research is
  to study the soil nutrient dynamics under organic and inorganic nutrient
  management to improve the crop yield and quality of rice-chickpea cropping
  system in lateritic soil.

• Scientists have created the
  world’s tiniest thermometer that is 20,000 times smaller than a human hair,
  using DNA structures that can fold and unfold at specifically defined
  temperatures.
• The advance may significantly aid
  our understanding of natural and human designed nanotechnologies by enabling to
  measure temperature at the nanoscale, researchers said.
• Over 60 years ago, researchers
  discovered that the DNA molecules that encode our genetic information can unfold
  when heated.
