  1. The Union Government on 24 October 2016 issued a notification
    amending rule 23 of the Conduct of Elections Rules, 1961. The amendment enables
    service voters, including armed forces personnel, to cast their vote in elections
    through e-postal ballot
    .
  2. World Development Information Day was
    observed on 24 October 2016.
  3. Disarmament Week is an annual event that is
    observed from 24 October to 30 October
    in various parts of the
    world. The annual observation of the Week starts on the anniversary of the
    founding of the United Nations, which is observed as the United Nations Day.
  4. Comedian Bill Murray on 23 October 2016 was honoured with the Mark Twain Prize for American Humour.
    He was presented with the award at the ceremony organised at the Kennedy Center
    Concert Hall in Washington DC.
  5. G Balakrishna in October 2016 won the Mr Asia title at the 5th Phil-Asia bodybuilding championships
    in the Philippines
    . 25-year-old Balakrishna is a Bengaluru-based water
    tanker driver.
  6. North Korea’s women’s U-17 team on 21 October 2016 won the 2016 FIFA U-17 Women’s World Cup. The North Koreans
    defeated Japan in penalty kicks to grab the title.
  7. Portugal’s Renato Sanches on 24 October 2016 was awarded the 2016 European
    Golden Boy award.
  8. India-born Rajeev Misra in the third week of October 2016 was appointed
    the SoftBank Vision Fund, constituted by Japanese telecom and Internet major
    Softbank Corp.
  9. Tiangong-2, the experimental
    space lab of China, on 23 October 2016 successfully launched a micro-satellite,
    Banxing-2 (the word means Companion Satellite). The
    micro-satellite is roughly the size of a desktop printer.

India –
Union Government amends election rules enabling armed forces to get
e-postal ballot

  • The Union Government on 24
    October 2016 issued a notification amending rule 23 of the Conduct of Elections
    Rules, 1961. The amendment enables service voters, including armed forces
    personnel, to cast their vote in elections through e-postal ballot.
  • With this, the service voters,
    including personnel from armed forces, can now download the blank post ballot
    sent to them electronically, mark their preference and post the filled-up
    ballot back to their respective returning officers.
  • This will cut short the delay
    experienced in the present system of two-way transmission of ballot paper by
    the postal services.
  • The technical team of the
    Election Commission has developed a system whereby a blank postal ballot could
    be electronically transmitted to the voter.
  • Voters entitled to postal ballot,
    such as service voters, can download the postal ballot and print the blank
    postal ballot.
  • After marking his vote in the
    blank postal ballot, the same would be returned to the concerned Returning
    Officer by post as in the present system of postal ballot.

Days –
World Development Information Day observed

  • World Development Information Day
    was observed on 24 October 2016. The day is annually observed to draw attention
    of world public opinion to development problems and the need to strengthen
    international cooperation to solve them.
  • The General Assembly in 1972
    instituted World Development Information Day via resolution 3038 (XXVII). The
    Assembly decided that the date for the Day should coincide in principle with
    United Nations Day, 24 October, which was also the date of the adoption, in
    1970, of the International Development Strategy for the Second United Nations
    Development Decade.
  • The Assembly felt that improving
    the dissemination of information and the mobilization of public opinion,
    particularly among young people, would lead to greater awareness of the
    problems of development, thus, promoting efforts in the sphere of international
    cooperation for development.

Disarmament Week observed
  • Disarmament Week is an annual
    event that is observed from 24 October to 30 October in various parts of the
    world. The annual observation of the Week starts on the anniversary of the
    founding of the United Nations, which is observed as the United Nations Day.
  • On the occasion, the United
    Nations invites states to highlight the danger of the arms race, propagate the
    need for its cessation and increase public understanding of the urgent tasks of
    disarmament.
  • The week was established by the
    General Assembly in 1978 through resolution S-10/2. In 1995, the General
    Assembly invited governments, as well as NGOs, to continue taking an active
    part in Disarmament Week (resolution 50/72 B, 12 December 1995).
  • It invited the Secretary-General
    to continue using United Nations information entities as widely as possible, to
    promote a better understanding among the public of disarmament problems, and
    the aims of the Week.

Bill Murray wins Mark Twain Prize for American Humour

  • Comedian Bill Murray on 23
    October 2016 was honoured with the Mark Twain Prize for American Humour. He was
    presented with the award at the ceremony organised at the Kennedy Center
    Concert Hall in Washington DC.
  • Murray was awarded the 19th Mark
    Twain Prize for making an impact on U.S. society similar to Mark Twain’s.
  • The Mark Twain Prize for American
    Humour is an American award for humour awarded by the John F. Kennedy Center
    for the Performing Arts.

G Balakrishna, Bengaluru water tanker driver, crowned Mr Asia 2016

  • G Balakrishna in October 2016 won
    the Mr Asia title at the 5th Phil-Asia bodybuilding championships in the
    Philippines. 25-year-old Balakrishna is a Bengaluru-based water tanker driver.
  • In 2013, he won Mr Universe
    Under-24 junior contest in Germany
  • In 2014, he won Mr Universe title
    in the same category at the world championship in Athens
  • As per reports, he is known as
    the Arnold Schwarzenegger of Whitefield

Sports –
North Korea wins 2016 FIFA U-17 Women’s World Cup

  • North Korea’s women’s U-17 team
    on 21 October 2016 won the 2016 FIFA U-17 Women’s World Cup. The North Koreans
    defeated Japan in penalty kicks to grab the title.
  • This is North Korea’s second U-17
    Women’s World Cup title. The country won the first ever U-17 Women’s World Cup
    in 2008.
  • The 2016 FIFA U-17 Women’s World
    Cup was held in Jordan from 30 September to 21 October 2016.

Portugal’s Renato Sanches wins 2016 European Golden Boy Award

  • Portugal’s Renato Sanches on 24
    October 2016 was awarded the 2016 European Golden Boy award.
  • Sanches will be handed a trophy
    at a Monte Carlo ceremony. He defeated Manchester United’s Marcus Rashford,
    Bayern’s Kingsley Coman and AC Milan goalkeeper Gianluigi Donnarumma to bag the
    prize.
  • Sanches was selected following a
    vote by journalists from 30 newspapers across Europe to name the best player in
    2016 under the age of 21.

Appointments –
Rajeev Misra appointed as Head of Softbank Vision Fund

  • India-born Rajeev Misra in the
    third week of October 2016 was appointed the SoftBank Vision Fund, constituted
    by Japanese telecom and Internet major Softbank Corp.
  • The SoftBank Vision Fund intends
    to make investments in the technology sector globally. It is managed in the
    United Kingdom by a subsidiary of the Saudi Binladin Group (SBG). It is
    reportedly one of the world’s largest of its kind and will be operated from
    London.

World –
China’s space lab launches micro-satellite, Banxing-2
  • Tiangong-2, the experimental
    space lab of China, on 23 October 2016 successfully launched a micro-satellite,
    Banxing-2 (the word means Companion Satellite). The micro-satellite is roughly
    the size of a desktop printer.
  • At present, Tiangong-2 is
    orbiting the Earth with two astronauts on board.

Obituaries –
Anti-Vietnam War activist Tom Hayden died

  • Peace activist Tom Hayden, whose
    radical views were at the forefront of the anti-Vietnam War movement in the
    1960s, passed away on 23 October 2016 following a prolonged illness in Santa
    Monica, California. He was 76.
  • He was a stalwart of America’s
    New Left who served 18 years in California’s State Legislature and gained a
    dash of Hollywood glamour by marrying actress Jane Fonda.
